Bill was born in Virden, Man. on April 25, 1947, the only child of Cliff and Vi Mulligan.

He spent 70 years of his life on the family farm in the Mossgiel District-southwest of Elkhorn. Bill attended Mossgiel School and then high school in Elkhorn. He left school after grade 11 to try his hand at various jobs but he always knew he wanted to farm.

In 1971, after marrying Linda Longman of Maryfield, they bought the family farm when his Mom and Dad retired. He took a lot of pride in the cattle he raised—especially his Black Angus girls, and his favorite farming job was combining.

Bill quite often also had an off-farm job. In 1984 he started to work in the Kirkella oil field. This was the start of 33 years in the oil patch. The Kirkella field changed companies seven times and each time he went along with it as battery operator. Bill enjoyed the work and especially the many people he met and the friendships he made.

Together, Bill and Linda celebrated 47 years of marriage and raised two children; son Chris and daughter Laureen. Bill was very proud of his kids and their accomplishments. They were always amazed at how their dad seemed to run into someone he knew wherever he went. Be it an auction sale, golf tournament, or hockey game out of town, there was always someone to stop and visit with.

His sense of humour was usually on display at the local coffee shop. An afternoon trip into town for coffee with him was informative and entertaining.

Bill welcomed son-in-law Jeff Cowie in 2008 and he dearly loved his little girls—granddaughters, Haedyn and Madelyn Cowie. Besides family and friends, Bill had a special place in his heart for old John Deere tractors and old Ford cars. He spent countless hours restoring and showing his collection of two cylinder tractors. Retirement and the move to Elkhorn in 2017 meant a dispersal sale of the John Deeres but they were soon replaced by two Ford classics.

Bill was a Legion member for 44 years; hockey fan and bus driver for the Elkhorn Canadians for many years; long-time Edmonton Eskimo fan; golfer; and a good and generous friend to many.

He was predeceased by his parents, Cliff and Vi Mulligan; his father-in-law and mother-in-law, Lloyd and Freda Longman.

Bill is forever loved and remembered by his wife, Linda; son, Chris; daughter, Laureen; son-in-law, Jeff Cowie; granddaughters, Haedyn and Madelyn Cowie; brother-in-law and sister-in-law, Morley and Lisa Longman.
